Participating Programs

Kern Early Stars proudly partners with programs to support their unique needs and improve the quality of services provided to young children and their families.

California State Preschool Programs

Center based programs funded by the California Department of Education. The majority of sites serve preschool aged children, while some may also serve infants and toddlers. These programs may be administered through school districts, colleges and/or community action agencies. Families enrolled need to income qualify. CSPP programs are the only program type that complete a rating review process as a part of their participation in Kern Early Stars.

Center Based Programs

These centers do not receive funding from the state for their daily operations. Programs are typically operated by for-profit businesses, faith based organizations, federally funded programs, military sponsored, and public or private sector employers. Fees for care are typically paid for by the family, on behalf of the family through vouchers, or other funding streams.

Family Child Care

Family Child Care providers are licensed to care for children in their own home. Providers will either have a “small” (up to eight children) or “large” (12 -14 children) license. Care is often provided for children of different ages. Fees for care are typically paid for by the family or on behalf of the family through vouchers.

Community Based Programs

Community based programs include those that serve children in non traditional settings or provide unique services. These can include the Kern County Libraries, Home Visiting Programs, Family Resource Centers, and Family Friend and Neighbor (Licensed Exempt Providers).
